    Moscow got a bigger percentage of better quality of people, a better
    sustainable and higher quality of life, and a naturally more modest
    rate of growth that avoided the stresses and strains of over-rapid
    expansion that Boise City and Ada County have been required to
    sustain over the intervening decades.<br>

    May Moscow continue to enjoy its modest growth and continuing
    successes.<br>
