C.L. "Butch" Otter, and voted in by the Idaho legislature, to lure wolves in for a quick kill.</div><div><br></div><div>Trouble is baiting stations not only draw bears and wolves but other animals as well. It's an indiscriminate attractant that smacks of facilitating an unethical and unfair chase for a small portion of society.</div><div><br></div><div>Outfitters and their clients, in particular, may have an unfair advantage, as the proposed rule does not specify how many bait sites an outfitter may establish on federal public lands.</div><div><br></div><div>Instead of promoting natural movement of species, baiting may affect the behavior of wildlife and their feeding patterns.
