Then, after a 10 minute break, The other two speakers, both academics from the University of Idaho, will have 15 minutes each to make their points, supplemented by a few prompts. There will be time for short rebuttals and questions from the audience at the end of the sessions.<br><br> The Panelists Include:<br><br> Mr. Doug Bandow is a senior fellow at the Cato Institute, specializing in foreign policy and civil liberties. He worked as special assistant to President Ronald Reagan and editor of the political magazine "Inquiry." He writes regularly for leading publications such as Fortune magazine, National Interest, the Wall Street Journal, and the Washington Times. Bandow speaks frequently at academic conferences, on college campuses, and to business groups. Bandow has been a regular commentator on ABC, CBS, NBC, CNN, Fox News Channel, and MSNBC. He holds a JD from Stanford University.<br><br> Professor Rachael Salcido, of the McGeorge School of Law, will speak from a largely pro-regulation / reform standpoint. Professor Salcido's most recent publications include a scholarly article which examines environmental law conflicts with the build-up of renewable energy, Rationing Environmental Law in a Time of Climate Change. In 2015, at the Kratovil Conference for property practitioners at John Marshall Law School, Professor Salcido presented, "Big Talk, Little Action on Renewable Energy, with a focus on Climate Change, Fracking and a Bridge to the Future."<br><br> Professor John Abatzoglou of University of Idaho is an Associate Professor of Geography with expertise in Climatology, Meteorology & Hydrology. John's research interests span the weather-climate continuum and both basic and applied scientific questions. He conducts climate related research specific to the American West and is engaged in several aspects of applied climatology and meteorology specific to wildfire, agriculture and hydrology. John's research portfolio includes better understanding climate variability and change and associated impacts across the western United States.<br><br> Professor David Pimentel, originally from the San Francisco Bay area, studied at BYU, Berkeley, and Harvard, and has graduate degrees in both law and economics from Berkeley. Before beginning his academic career, he oversaw Court Management, Legal Aid and Detention at the United Nations at the International Criminal Tribunal for the former Yugoslavia, and directed Rule of Law activity in South Sudan for the U.N. Mission there.
