It shall be the duty of any law enforcement officer or animal care and control officer, subject to the restrictions of section <a href="https://legislature.idaho.gov/idstat/Title25/T25CH35SECT25-3501A.htm" style="color: rgb(102, 0, 0);">25-3501A</a>, Idaho Code, to take possession of the animal so abandoned or neglected, and care for the same until final disposition of such animal is determined in accordance with section <a href="https://legislature.idaho.gov/idstat/Title25/T25CH35SECT25-3520A.htm" style="color: rgb(102, 0, 0);">25-3520A</a> or <a href="https://legislature.idaho.gov/idstat/Title25/T25CH35SECT25-3520B.htm" style="color: rgb(102, 0, 0);">25-3520B</a>, Idaho Code. Every sick, disabled, infirm or crippled animal which shall be abandoned in any city, county or precinct, may if after due search no owner can be found therefor, be humanely destroyed, or other provision made for the animal by or on the order of such officer; and it shall be the duty of all law enforcement officers or animal care and control officers, to cause the same to be humanely destroyed, or other provision made therefor, on information of such abandonment. Autenried said some of the animals were kittens, but they "had snotty noses and some of them were pretty skinny, so we decided to euthanize them. We did not keep any, although we would have if we had a facility set up to keep them, treat them, spay them, and place them, if they would be suited to do so."<o:p></o:p></p></div><div><p style="mso-margin-top-alt:0in;margin-right:0in;margin-bottom:.25in;margin-left:0in;line-height:20.25pt">Autenried said he received authorization to trap feral cats from the Idaho Department of Fish and Game, in accordance with Moscow city code, and that he had asked staff at the Humane Society of the Palouse for assistance in handling the cats. UI communications personnel confirmed Autenried's claims to the Daily News on Wednesday and to KREM 2 in Spokane on Saturday.<o:p></o:p></p></div><div><p style="mso-margin-top-alt:0in;margin-right:0in;margin-bottom:.25in;margin-left:0in;line-height:20.25pt">Mark Carson, regional conservation officer for the Idaho Department of Fish and Game, said Monday, however, his department would not have issued authorization to the university, as it does not deal with feral cats.
