All the producers except the Saudis want the others to reduce production to increase prices while they continue to pump. The Saudis, who have the lowest production costs are simultaneously trying to put the frackers & oil sands people out of business while also damaging Iran, their regional rival. The price will eventually rise again as the high cost producers go broke and go off-line.
