This bill was being trumpeted by Louisiana Democrat Senator Mary Landrieu in a last ditch effort to try and demonstrate that she had enough influence over her own party to get the bill through the Senate. She failed, so she's toast and she'll lose her runoff election to Republican Bill Cassidy who sponsored the House version of the bill. Not that she necesssarily would have won the had the Senata bill been passed anyway.
