John Rusche, D-Lewiston, had promoted the bill as a way to help the state's poor, who are particularly vulnerable without coverage, as well as save hospitals and businesses millions.</span></p><p><span style="-webkit-text-size-adjust: auto; background-color: rgba(255, 255, 255, 0);">He faced opposition from Gov. C.L.
