A person must be born in an American hospital overseas, such as John McCain, to be considered an "American born overseas". Since Obama was born overseas to an American mother and McCain was born in Panama and both those guys pass constitutional citizenship muster to be president, then I say Ted Cruz being born to an American mother on the North American continent and being citizen at birth qualifies him as well.
