                                        <td valign="top">Perhaps some of the attorneys who read V2020 can comment on the scope of<BR>tribal sovereignty on reservations (and other lands under tribal<BR>jurisdiction).  In the meantime, I assume based on the Treaties of 1855 and<BR>1863 that tribal sovereignty, within reservation boundaries trumps corporate<BR>greed to transport environmentally destructive equipment.  Perhaps, the<BR>comments below might be applicable.<BR><BR>"What is the relationship between the tribes and the individual states?<BR><BR>Because the Constitution vested the Legislative Branch with plenary power<BR>over Indian Affairs, states have no authority over tribal governments unless<BR>expressly authorized by Congress. While federally recognized tribes<BR>generally are not subordinate to states, they can have a<BR>government-to-government relationship with these other sovereigns, as well. <BR><BR>Furthermore, federally
