The same thing happens in the private sector over nightly lobster dinners, kickbacks, favors for golfing buddies, quid pro quos, bringing in the local talent for 'entertainment', and whatnot. It's human nature. Maybe you haven't spent eoungh time around sales pukes adorned with gold chains and rolex watches that sit back with their hands clasped behind their heads asking 'what can we do to close this deal today?'. Cut them some slack. The $278,000 is the school districts contract for the Internet. $6000 is the cost per high school, not every school.
