<div align="left" style="text-align:justify;"><font size="2"><span style="font-size:11pt;"><b>July 18, 2013 (Moscow, Idaho)</b><a name="OLE_LINK4"></a><a name="OLE_LINK3"></a> — City of Moscow residents will begin receiving delivery of the new roll carts as
soon as Saturday, July 20, 2013. The City of Moscow collection Franchisee, Latah Sanitation, Inc. will begin delivering roll carts in advance of the scheduled launch of the new garbage collection program slated to begin August 1, 2013. Residents are reminded
that the roll carts are not to be used as they will not be serviced or collected until August 1. </span></font></div>

<div align="left" style="text-align:justify;"><font size="2"><span style="font-size:11pt;">Roll carts will be delivered to the same curb line or alley area where they should be placed at on regular collection days. The roll carts will be accompanied with an
instructional information packet further explaining the new program. </span></font></div>

Saturday August 10, 2013 from 9:30 a.m. to 3:00 p.m.</span></font></div>
