Considering the often constricted nature of Idaho highway road
widths, wouldn't it be useful, and safety enhancing, if, in a
situation where two police vehicles are attending to a traffic stop,
if the second police vehicle operator would place one or two or
three traffic direction cones to assist oncoming traffic to avoid
all the stopped vehicles?

Yes, I think so. The likelihood of this accident could have been
reduced with better standard safety operating procedures carried out
by attending officers.
