resources necessary to commit to their participation, with the
result that acceptees into the venture will be imported from
away-from-the-area. The result will be more regional individuals
of that mindset, some inside walls, others still outside.<br>

Given the likely increased demands for public services of such a
settlement, property taxes on selected properties should increase
there. Nearby area services for out-of-area recipients may be
more equitably presented with both local property taxes and
user-fee components, the latter of which might be adjusted upward
