Gary,<br><br>Not unreasonable questions, especially in times of economic distress.<br><br>If you remember, a couple of poorly constructed surveys were made of the downtown parking situation, and especially of the Jackson Street parking lot. The result of these surveys was a successful crusade by Les MacDonald and Walter "Mr. Slime" Steed to <b><font style="color:rgb(255,0,0)" size="4">Lower</font></b> rather than raise the rates paid by monthly users.<br>
<br>Of course this was of immense benefit to New Saint Andrews, a non taxpaying entity whose students and staff make up the largest by far monthly parking place subscribers. But to the rest of Moscow taxpayers, it meant a loss of revenue and consequently either higher taxes or losses of other services. <br>
<br>The intelligent thing (an action frequently ignored by several of the council) would have been to raise the rates and to allocate the entire rate income to a fund for lot maintenance and improvements.<br><br>So in addition to the questions you have raised, perhaps the issue of monthly parking rates ought to be reasked: Why then? And why not now?<br>

snatch up a few bushels of barry bucks (read money borrowed from the
Peoples Republic of China and my grandkids) and run.</font></div>

<p class="MsoNormal"><b>June 1, 2012 (Moscow, Idaho) –<a name="137aae4012afbeb3_OLE_LINK4"></a><a name="137aae4012afbeb3_OLE_LINK3"></a> </b>As part of a successful grant application for $96,200
under the American Recovery and Reinvestment Act (ARRA) from the Idaho Office of
Energy Resources, the City of Moscow has contracted with Gropp Heating, Air and
Electric to install new LED lights and vintage style poles and fixtures in the
South Jackson Street parking lot. The installation will occur from June
11<sup>th</sup> through June 30<sup>th</sup>.<u></u><u></u></p>
<p class="MsoNormal"><u></u> <u></u></p>
<p class="MsoNormal">During the installation and construction time period, the
South Jackson Street parking lot will be closed and unavailable for parking or
activities, including the Moscow Farmers Market. Due to a lack of
additional parking areas, this may cause some parking congestion in the downtown
core. Additionally, the Moscow Farmers Market will be temporarily
relocated to Main Street on June 16<sup>th</sup>, 23<sup>rd</sup>, and
30<sup>th</sup>. A map of the anticipated Market configuration is posted

building professional development training; and purchase of new light poles,
fixtures and LED lights for the South Jackson Street parking lot.
