It should be left to the free market. Some will provide it some will not. For those that can not afford to
pay for it , there are organizations that will provide it, such as <SPAN id=misspell-1 class=mark>Plained</SPAN> Parenthood. Care Net of the <SPAN id=misspell-2 class=mark>Palouse</SPAN> may to ( not sure).
