SIGNIFICANT ENVIRONMENTAL IMPACT (FONSI)</STRONG> </DIV></TD></TR><TR><TD

<P>The U.S. Department of Agriculture, Rural Business-Cooperative Service (RBS)
is considering an application from Moscow Hotel Partners 1, LP for the Business
and Industry (B&I) Loan Guarantee Program. The specific elements of the
actions are:</P>

<P>The project includes the construction of a 7<STRONG>3-room, 3 story
hotel</STRONG> and related site development. The proposed site is
<STRONG>located at 936 W. Pullman Rd., Moscow,</STRONG> Latah County, Idaho.
</P>
<P></P>
<P>RBS has determined that the project will have no significant environmental
impact. Based on this determination, RBS will not prepare an Environmental
Impact Statement for this proposed action. </P>
<P></P>
<P>Any written comments regarding these determinations should be provided within
fifteen (15) days of the publication to:</P>
