<div style="PADDING-BOTTOM: 0px; MARGIN: 12px 0px; PADDING-LEFT: 0px; PADDING-RIGHT: 0px; PADDING-TOP: 0px">While Esposito promises he never looked specifically at who would be affected when he drew up his map, the Idaho Statesman reports Thursday there's suspicion among those hit by his proposed changes that he's targeting moderates.</div>
