Didn't they even put laws in place to make sure that you couldn't be
sued if you did help but made things worse? Which is a legitimate
concern if such laws were put in place. Amateur help is not always
better than no help at all.<br>

action to prevent the child from drowning.<br>

child from drowning. I could be arrested and
jailed in Germany, but not<br>
in the United States. If you were to drive by

didn't stop to offer help, you would be held
