and had at least 10 individuals</blockquote>

proposal and feel it is important to have</blockquote>
<blockquote type="cite" cite>a meeting about in with ITD in the Moscow
area. I have received numerous</blockquote>
<blockquote type="cite" cite>phone calls and e mails about the topic
as well. Since you will already have</blockquote>
<blockquote type="cite" cite>these meetings as indicated below it
would appear that you could fit one</blockquote>
<blockquote type="cite" cite>into the schedule in Moscow as well.
This is an extremely sensitive issue</blockquote>
<blockquote type="cite" cite>to many citizens who feel they have been
left outside the loop in terms of</blockquote>
<blockquote type="cite" cite>consultation and input on this project.
Please pass this on to the Director.</blockquote>
