offenders arrested/cited for crimes/infractions in the Public Records
sections like this press release does.</FONT></DIV>

<DIV><FONT size=2>Posting such information doesn't mean the person named is
guilty (which almost everyone understands), but as I have written here
before on the effect of such postings in the early 80s in Boundary County,
such postings have deterrence value. In fact, no general deterrence
takes place unless such in cases names are published.</FONT></DIV>
<DIV><FONT size=2></FONT> </DIV>
<DIV><FONT size=2>The <EM>Daily News</EM> did start to print the
names after a lobbying effort by some of us, but chickened out after
awhile. They do post some convictions with names, but they do not post all
convictions. In some cases with the more serious crimes (murder, child
sexual offenses, etc) they do include the names when a story is written after an
arrest is made but before the trial.</FONT></DIV>
<DIV><FONT size=2></FONT> </DIV>
<DIV><FONT size=2>Maybe if they wanted to be thought of as a community minded
newspaper that is against crime, they could start again.</FONT></DIV>

operations during October and November of 2009. These operations
utilized underage informants who attempted to obtain alcohol at large parties

on November 28, 2009. The informants were allowed entry into the parties
without having to show identification and were provided with either beer or
liquor without charge. The informants observed no one selling alcohol at
any of the venues they entered during the five operations.
