agriculture and desire by some to raise fowl within City limits has coincided
with the increase in concerns regarding noise and nuisance within the City.
Members of City staff have met with an informal group of those interested in
promoting and/or engaging in raising fowl. This resulted in a first draft of a
proposed Ordinance regulating fowl. Features include a definition of
"fowl" which applies only to the section in question; a limit on the
number of mature hens allowed (based upon a lot square footage); a prohibition
of mature roosters; and a limited allowance for raising of chickens for meat.
The draft does not restrict commercial agriculture allowed by the current
Zoning Code nor does it restrict the raising of fowl within the <st1:place
w:st="on"><st1:PlaceType w:st="on">University</st1:PlaceType> of <st1:PlaceName
w:st="on">Idaho</st1:PlaceName></st1:place> campus or change chicken coop set

Recovery and Reinvestment Act (ARRA) the Idaho Office of Energy will administer
competitive subgrants from the EECBG to cities that are ineligible for direct
grants by implementing an Energy Efficiency and Conservation Strategy (EECS)
that is aligned with the goals and objectives set forth by the U.S. Department
of Energy (DOE). The purpose, program principles, program outcomes, and
eligible activities are listed in the attached Request of Proposals (RFP).
Staff is developing an application that integrates three of the eligible activities
to include: Development of an Energy Efficiency and Conservation Strategy
– Implementation of a city-wide conservation plan as the next step after
the acceptance of the Greenhouse Gas report; Building Codes and Inspections:
The Community Development Department (CDD) will host interactive training
courses for staff, developers, engineers, architects, contractors, etc., to
prepare for the integration of the new “International Energy Conservation
Code, 2009 Edition.” The CDD will also develop and implement a Green
Building Rebate Program (GBRP) to provide incentives to builders to
construction energy efficient buildings; Traffic Signal and Street Lighting:
Implementing a Traffic Signal Renovation project that will change the lighting
ballast and bulbs in the traffic signals throughout the City from incandescent
to LED for greater energy efficiency and cost savings. Collaborative
integration of activities with other local entities to include <st1:PlaceName
w:st="on">Latah</st1:PlaceName> <st1:PlaceType w:st="on">County</st1:PlaceType>,
Avista, and <st1:place w:st="on"><st1:PlaceType w:st="on">University</st1:PlaceType>

face="Times New Roman"><span style='font-size:11.0pt'>In the City’s
ongoing comprehensive efforts to proactively manage our drinking water supply
several different options are being addressed. These include the development
of Well Number 10, the drafting of the Water Conservation Plan, and creation of
the City’s first Comprehensive Water System Plan. Another aspect of
water supply that has been discussed for some time is the possible development
of a Surface Water Reservoir (SWR) to be located on or around <st1:place w:st="on"><st1:PlaceName
w:st="on">Moscow</st1:PlaceName> <st1:PlaceType w:st="on">Mountain</st1:PlaceType></st1:place>.
To assess the potential for such a facility a feasibility study is necessary. A
request for qualifications for consulting firms interested in performing the
City of <st1:place w:st="on"><st1:City w:st="on">Moscow Surface Water Reservoir
Feasibility Study</st1:City></st1:place> was sent out this past summer. Four
consultant teams were selected for interviews with the selection committee and
the team of Terragraphics, URS, and SPF Water Engineering was selected. A
draft scope of services has been developed together with the attached professional
services contract. The study will be accomplished in two parts. <o:p></o:p></span></font></p>
<p class=MsoNormal style='margin-left:.25in;text-align:justify'><font size=2
face="Times New Roman"><span style='font-size:11.0pt'><o:p> </o:p></span></font></p>
<p class=MsoNormal style='margin-left:.25in;text-align:justify'><font size=2
face="Times New Roman"><span style='font-size:11.0pt'>The focus of Part A is to
determine if there are any viable sites on the Mountain which could provide a
location for an impoundment of sufficient size and water supply to meet the needs
of the City of <st1:place w:st="on"><st1:City w:st="on">Moscow</st1:City></st1:place>.
Through the use of screening criteria only the viable sites will advance to
Part B. If no sites meet the criteria, the study would terminate. Part B of
the study will assess the remaining sites in much greater detail as shown in
the preliminary scope under Task 5. As it is unknown how many, if any sites,
will be assessed in Part B only the Part A work is being addressed with this
contract. At the completion of Part A a second contract will be presented to
the Council for the Part B services.<o:p></o:p></span></font></p>
