worked with local volunteers to develop a preliminary design for the trail
station, but has recently abandoned that effort due to other priorities. The
project has now been adopted by the City with the goal of developing a design
prior to the end of the year. Local architectural firms have been invited to
submit statements of qualifications, which are due on September 10. Three
local firms have expressed interest in the project. Staff is seeking Council
approval to enter into a contract with the selected firm for the project and
negotiate a contract by September 18, 2009.<o:p></o:p></span></font></p>

Department submitted an application to the Idaho Commission on the Arts (ICA)
in February 2009 under the Entry Track Grant Program. The Entry Track Grants
support public programs in the arts delivered by <st1:State w:st="on">Idaho</st1:State>
arts organizations and is the entry point through which arts organizations new
to <st1:place w:st="on"><st1:City w:st="on">ICA</st1:City></st1:place> can
transition to the Public Programs in the Arts (PPA). Grant award amounts are
based upon a funding formula that includes panel review assessments, fiscal
size, and past <st1:place w:st="on"><st1:City w:st="on">ICA</st1:City></st1:place>
funding. On June 1, 2009, the Arts Director received a letter of award from <st1:place
w:st="on"><st1:City w:st="on">ICA</st1:City></st1:place> for FY2010 in the
amount of $4,942. In reviewing the needs of the Arts Department for the
upcoming year, it has been determined that a new sound system is the most
critical item needed to support the activities of the upcoming fiscal year.
The existing system has passed its useful life and must be replaced in order to
continue sponsoring public events to include Music in the Park,
Children’s Entertainment Series, Farmers Market, Art Walk, etc. A ne</span></font>w
sound system is within the price range of the grant award amount.<font size=2><span

continues to be a very important and highly visible issue in the City of <st1:place
w:st="on"><st1:City w:st="on">Moscow</st1:City></st1:place>. The City wishes
to continue its Community Based Public Information and Education Program (PIE)
for Water Conservation. The program will serve our customers in their homes, businesses
and local schools and will address many of the Conservation needs of the
community. The current contract is a renewal of our PIE program that has been
conducted by Palouse-Clearwater Environmental Institute (PCEI) for the past 5
years. The current scope of work has been modified to enhance our conservation
efforts. Funding for this Public Information and Education PCEI contract is
included in the 2010 Water Conservation Program budget line item. Within the
previous year, PCEI has been successful in producing newsletters, maintaining a
presence in the local schools, and developing a comprehensive K-12 water
conservation curriculum aligned with state and district standards. Over 700 <st1:place
w:st="on"><st1:City w:st="on">Moscow</st1:City></st1:place> students learned
about water conservation through the program last year. PCEI also participated
in many local events by setting up displays and providing conservation
information at high visibility events such as the Home and Garden Expo and the
Latah County Fair.<o:p></o:p></span></font></p>

include 10 percent for operating expenses to establish a new VanPool route
which will be operated by Palouse Clearwater Environmental Institute (PCEI);
and 2) $360,463 to engineer, design, construct, and install bus shelters at
Styner/Hawthorne, Line/6<sup>th</sup>, Third Street near the High School/1912
Center, and remodel bus shelter at Friendship Square. The project also
includes sidewalks on <st1:Street w:st="on"><st1:address w:st="on">6<sup>th</sup>
Street</st1:address></st1:Street> from <st1:City w:st="on">Blaine</st1:City>
to <st1:Street w:st="on"><st1:address w:st="on">6<sup>th </sup>Street</st1:address></st1:Street>

w:st="on"><st1:City w:st="on">Moscow</st1:City></st1:place> was awarded $70,000
in April of 2009, to provide sidewalk connectivity on “B”, Blaine,
Cleveland and Garfield Streets. The construction will consist of 860 linear
feet of new concrete sidewalks, installation 12 concrete approaches, and 3 <st1:place
w:st="on"><st1:City w:st="on">ADA</st1:City></st1:place> compliant pedestrian
ramps at the affected intersections. Existing residential driveways will be
blended into the new concrete approaches. Two trees will be removed from the
right-of-way on <st1:Street w:st="on"><st1:address w:st="on">Garfield Street</st1:address></st1:Street>,
and some existing residential landscape on existing right-of-way will be
removed. One segment of the work on “B” Street will require the
installation of a keystone wall averaging two feet in height to allow
construction of the walk within the existing right-of-way. 30 linear feet of
substandard concrete curb adjacent to the new walk will be removed and
replaced. The project will improve the pedestrian connectivity of residential
streets to three schools and youth recreation/after-school facilities. The new
safe route will redirect students off busy arterials, create safe separation of
cyclists and pedestrians and reduce parental safety concerns. The City of <st1:place
w:st="on"><st1:City w:st="on">Moscow</st1:City></st1:place> is providing
engineering design and construction management as in-kind match. The final
approval to proceed with the project was not received from ITD until last
week. In order to complete the project this fall, staff is requesting Council
approval to expedite the processing of the bid award and construction contract
execution. The construction bid opening is scheduled for Monday, September 21,
2009. In order to expedite the project, staff is requesting permission to
award the contract to the lowest eligible bidder. If project costs exceed
grant funds, staff is recommending utilization of the “Sidewalk
Program” funds to supplement the grant monies in order to complete the
proposed improvements (see attached memorandum from <st1:PersonName w:st="on">Les
MacDonald</st1:PersonName>, Public Works Director).<o:p></o:p></span></font></p>

project costs of $451,000. On September 2, 2009, the Mayor received a notice of
award letter to include a local agreement and resolution authorizing an overlay
project located on <st1:Street w:st="on"><st1:address w:st="on">Orchard Avenue</st1:address></st1:Street>
from “F” Street to Ponderosa. Matching funds are not required

Construction and Germer Construction; a Bid Tabulation is attached. Terragraphics
Environmental Engineering, Inc. provided the design for this project; their
