I believe you are mistaken on this topic. Water in moscow is charged per 100 cubic feet. One hundred cubic feet costs $1.50, up to 700 cubic feet. After that the rate is $1.80 up to 2000 cubic ft, which after that point it is over 3 bucks. <BR>

We should all look for ways to conserve though.<BR>
