color:#1F497D'>In light of the <b>unanimous</b> decision yesterday against special
interest legislation SB 1002 by the House Conservation and Resources Committee,
I’m interested in knowing when the Council will put an end to the costly
and ridiculous unending motion proposed by Council Member Walter Steed and passed
by the Moscow Council on 2008-10-06? What, exactly, is the process for
making it happen?<o:p></o:p></span></p>

<p class=MsoNoSpacing style='margin-left:.5in'>Steed said he is not sure that
the City has completed all reasonable efforts. Steed moved to direct staff to<o:p></o:p></p>
<p class=MsoNoSpacing style='margin-left:.5in'>pursue all options including but
not limited to conferring with the Idaho Department of Water Resources, the<o:p></o:p></p>
<p class=MsoNoSpacing style='margin-left:.5in'>Attorney General’s Office
and changing state code to meet the requirements of the Hawkins agreement and<o:p></o:p></p>
<p class=MsoNoSpacing style='margin-left:.5in'>allow the city to commence water
delivery to the Stateline project. Carscallen seconded the motion. <snip>

asked if all avenues include staff recommendation and was told yes. <snip><o:p></o:p></p>

direction from the Council. Steed said in talking to staff, he believes that

consider and he would like them to follow through. He said the original staff<o:p></o:p></p>
<p class=MsoNoSpacing style='margin-left:.5in'>recommendation should be
included but staff would have the ability to change. Steed re-stated the
motion:<o:p></o:p></p>
<p class=MsoNoSpacing style='margin-left:.5in'>to direct staff to pursue all
options including but not limited to conferring with the Idaho Department of<o:p></o:p></p>

economic times, any further costs from the attempt to advance – on the
backs of Moscow taxpayers -- the special financial interests of an exceedingly limited
group that will benefit Washington state will not be looked upon kindly.
It's <b>past time</b> to quit trying to ram this issue down the throats of
Moscow citizens who have made it plain as day that they reject this lunacy, and
it’s definitely <b>past time</b> to quit wasting our money on this!
Let the taxpayers of Whitman County foot the bill of figuring out how to make The
Hawkins Companies mega-mall work on their side of the state line since that’s
where The Hawkins Companies chose to buy and build.<o:p></o:p></span></p>
