Department administered the fourth comprehensive City of <st1:place w:st="on"><st1:City
w:st="on">Moscow Citizen Survey</st1:City></st1:place> in November of 2008.
The purpose of the survey was to assess the public’s opinion of various
aspects of City services and operations. Additionally, questions were included
by the City’s citizen committees and commissions related to each of the
group’s charge and mission. The surveys were mailed to 1,200 randomly
selected residents. A total of 356 completed surveys were received, which
after accounting for non-deliverable surveys resulted in a 35% response rate.
Staff will present the final report and findings of the survey at the February
17, 2009 City Council meeting.<o:p></o:p></span></font></p>

City Code § 10-5-14, a citation for vicious animal is an infraction pursuant to
M.C.C. §10-5-16. The violation of Idaho Code §25-2805(2) for a vicious dog
results in a misdemeanor. Because of the serious nature and potential harm
caused by vicious animals, it is proposed that the City of <st1:place w:st="on"><st1:City
w:st="on">Moscow Code</st1:City></st1:place> regarding wild and/or vicious
animals be amended to align itself with the intent of Idaho State Code. The
City Prosecutor, City Attorney's office, and Moscow Police Department are in
agreement with this recommendation.<o:p></o:p></span></font></p>

City of <st1:place w:st="on"><st1:City w:st="on">Moscow</st1:City></st1:place>
hosted a workshop for “Grant Writing,” free of charge to the
community. Sarah Koerber from the <st1:place w:st="on"><st1:PlaceType w:st="on">University</st1:PlaceType>
of <st1:PlaceName w:st="on">Idaho</st1:PlaceName></st1:place> assisted and a
power point presentation was jointly developed. Mayor Chaney welcomed everyone
and shared an opening statement and there were several guest speakers.
Marketing of the workshop included a press release that was sent to all local
media outlets and briefs, stories were ran by both the local newspapers and
radio stations, and distribution of the event flyer throughout the city which
requested pre-registering. Each participant received a folder which included
several handouts regarding sources, tips for grant writing, sample applications
and a City of <st1:place w:st="on"><st1:City w:st="on">Moscow</st1:City></st1:place>
pen. Approximately 60 people attended, including 10+ walk-ins which worked out
because 10 people who preregistered did not show. Evaluation forms were
received from 45 of the participants. Recipients of funding from the City of <st1:place
w:st="on"><st1:City w:st="on">Moscow Community Grant Program</st1:City></st1:place>
and all City Commission members were sent a direct invitation. Participants
were from all over the Palouse, as far south as <st1:place w:st="on"><st1:City
w:st="on">Lewiston</st1:City></st1:place> and as far as Plummer to the north.
Staff time to prepare and present the workshop included 38 hours Grants
Coordinator, 12 hours Assistant to City the Supervisor and 6 hours
Administrative staff time. A second workshop would take approximately half
this time as the same format would be used but different information would be
presented. Staff will investigate the potential of applying for a grant from a
local funder to cover workshop costs this year.<o:p></o:p></span></font></p>

Attorney recommends that an appeal process be created for the general business
license (circuses, etc.); secondhand dealers and pawnbrokers; taxicabs; and
solid waste haulers, in order to meet due process and fairness requirements.
The addition of an appeals process will also help the City to create a factual,

to Carol Ryrie Brink Nature Park, staff met with Moscow School District
Superintendent Dr. Candis Donicht to inform her that the City was applying for
the grant and that, if awarded, we would be able to pave the existing dirt path
on the north end of the Joseph Street Property parallel to Paradise Creek
within the Brink Nature Park. At that time, staff was informed by Dr. Donicht
she was not in favor of this project. Subsequently, City Supervisor Gary
Riedner and Dwight Curtis, Parks and Recreation Director, met with Dr. Donicht
and she agreed to review a license agreement to be drafted by the City Attorney
which would allow use of the property under certain requirements. On February 5,
2009, the City Supervisor and City Attorney received a letter from Dr. Donicht
informing the City that she felt it is not in the best interest of the <st1:place
w:st="on">School District</st1:place> to allow the improvements to the path.<o:p></o:p></span></font></p>

w:st="on"><st1:PlaceName w:st="on">Moscow</st1:PlaceName> <st1:PlaceType w:st="on">School
District</st1:PlaceType></st1:place>. The City of <st1:City w:st="on">Moscow</st1:City>
was awarded $70,000 for the installation of 1,000 square yards of new concrete
sidewalks on “B” and Garfield Streets to provide connectivity
between Lena Whitmore Elementary and <st1:place w:st="on"><st1:PlaceName w:st="on">Moscow</st1:PlaceName>
<st1:PlaceType w:st="on">Junior High School</st1:PlaceType></st1:place>. The
Engineering Department will provide design and construction management services
as in-kind match for the grant award. The City of <st1:place w:st="on"><st1:City
w:st="on">Moscow</st1:City></st1:place> is the fiscal agent for the grant
project and therefore must execute an agreement with the Idaho Transportation

from the City Council to submit an application to the Idaho Department of Parks
and Recreation for funding to improve Paradise Path from Heron’s Hideout
to Carol Ryrie Brink Nature Park, staff met with Moscow School District
Superintendent Dr. Candis Donicht to inform her that the City was applying for
the grant and that, if awarded, we would be able to pave the existing dirt path
on the north end of the Joseph Street Property parallel to Paradise Creek
within the Brink Nature Park. At that time, staff was informed by Dr. Donicht
she was not in favor of this project. Subsequently, City Supervisor Gary
Riedner and Dwight Curtis, Parks and Recreation Director, met with Dr. Donicht
and she agreed to review a license agreement to be drafted by the City Attorney
which would allow use of the property under certain requirements. On February
5, 2009, the City Supervisor and City Attorney received a letter from Dr.
Donicht informing the City that she felt it is not in the best interest of the <st1:place
w:st="on">School District</st1:place> to allow the improvements to the path.<o:p></o:p></span></font></p>
