a minimum of 7,000 sq ft in size. Mr. and Mrs. Adams are requesting to amend
the southern lot line of the parcel in order to add an additional 300 sq ft of
area to their property. The incorporation of 300 sq ft of the adjacent parcel
would bring the subject parcel to 7,006 sq ft in size as shown on the attached
map. The subject parcel would then be in compliance with the City of <st1:place
w:st="on"><st1:City w:st="on">Moscow Zoning Code</st1:City></st1:place>,

continues to be a very important and highly visible issue in the City of <st1:place
w:st="on"><st1:City w:st="on">Moscow</st1:City></st1:place>. The City of <st1:place
w:st="on"><st1:City w:st="on">Moscow</st1:City></st1:place> wishes to continue
its Community Based Public Information and Education Program (PIE) for Water
Conservation. The program will serve our customers in their homes, businesses,
and the local schools and will address many of the Conservation needs of the
community. The current contract is a renewal of our PIE program that has been
conducted by Palouse-Clearwater Environmental Institute (PCEI) for the past 4
years. The current scope of work has been modified to enhance our conservation
efforts with some modification. Within the previous year, PCEI has been
successful in producing newsletters, maintaining a presence in the local
schools, and developing a comprehensive K-12 water conservation curriculum
aligned with state and district standards. Over 700 <st1:place w:st="on"><st1:City
w:st="on">Moscow</st1:City></st1:place> students learned about water
conservation through the program last year. PCEI also participated in many
local events by setting up displays and providing conservation information at
high visibility events such as the Home and Garden Expo and the Palouse Empire
Mall’s Earth Month.<o:p></o:p></span></font></p>

application to sell beer and wine for consumption on premises September 6,
2007. Because the Silos Restaurant was located within three hundred feet

<st1:PlaceType w:st="on">Church</st1:PlaceType></st1:place>, the Silos also
sought a waiver of the prohibition for sales of alcohol within three hundred
feet (300') of a school, church, or other place of worship. The City granted a
waiver of the prohibition to the Silos pursuant to MCC § 9-6-17(B) at a Council
meeting held May 21, 2007. The Silos has been operating pursuant to that
waiver since May 21, 2007. John Houser, the pastor of the Crossing Ministries
(new owners of the building which previously housed the Impact Church) has
objected to the license and requests that, prior to issuance of a beer and wine
license in January of 2009, the Council reconsider its waiver. Reviewed by the

various Commissions (i.e., Parks and Recreation, Arts, Fair and Affordable
Housing, Health and the Environment, Historic Preservation, Transportation, and
Human Rights) the following: at least one (1) student enrolled in at least 3/4
time in a post secondary educational program for a period of a renewable one
(1) year term; at least one (1) student enrolled in high school or an
equivalent educational program to serve as a non-voting ex officio member for a
renewable one (1) year term; and at least one (1) Latah County resident who
does not reside within City limits as a non-voting ex officio member of the
Commission for a term equal to other members of the respective Commission. It
also designates a Council member as a non-voting ex officio member of the Human
Rights Commission. The purpose of this Ordinance is to bring a broader and,
perhaps, different perspective to each of the foregoing Commissions, and to
encourage the Mayor, City Council and Commissions to actively seek out those
persons for inclusion on the Commissions who have the characteristics listed.
Additionally, the Ordinance proposes a change of name from the Commission on
Health and the Environment to the Sustainable Environment Commission.<o:p></o:p></span></font></p>
