Again, it appears that we just can't come together on
definitions.<br><br>
There is absolutely competition between the two communities - has been,
is now and always will be.<br><br>
If you don't see that, there is not reason to belabor a dialogue.
Whitman County is planning to have a retail mall located adjacent to our
mall. They are developing the corridor for just that purpose. That
will be a competitive activity to our retail mall located on our side of
the border.<br><br>
But don't be too concerned - at the end of the day, the consumers on both
sides of the border will be the ultimate winners - there will be economic
pressure to force the marginal revenue element to be equal to the
marginal cost element - that is a good thing.<br><br>
Don't forget, we had a chance to expand our retail element and chose not
to. <br><br>
And some of the underlying infrastructure cost will be shared by both
sides. Fortunately, our city council has positioned Moscow to
obtain revenues from water sales that can add substantially to our
ability to expand our water distribution issues.<br><br>

Was the City of Moscow and the State of Idaho competing for the right to
build the mall on our side of the border, with the City of Pullman and/or
the State of Washington? THAT is what I am asking.<br><br>
The talks or NEGOTIATIONS were not a competition with Whitman County, et
al, but just that - NEGOTIATIONS for the use/abuse of our water/sewer; so
the need to have a signed confidentiality contract between the Council
members and Hawkins is baffling, to say the least.<br><br>
