Otherwise we the people of Moscow are in effect subsidizing this development.<br><br>Whoever drafted the mediation agreement is brilliant. Secret proceedings and deliberation. How about transparency? <br><br>While my family tries to be responsible water users, water is not my beef. My beef is with the subsidization of business that isn't in Moscow and with the secrecy.
