The easiest way (IMO) is to use a 12V DC generator with a DC to AC converter. A single wire GM high output alternator would do the trick. But new ones are $150 to $200, additionaly a decent, stackable inverter (for expansion capabilies) will cost $100 +. Additionaly, one would want a battery set for extended usage when the wind dies down. <BR>
I have a 5500W generator that I used during power outages when I lived in the boonies. It was enough to run my well, lights, TV & satellite, fridge, microwave and a small heater, so that would be my target with a wind generator. <BR>
This is something I've given some thought to, as well. I've noticed that when power goes down in Moscow, its usually wind related. I doubt I'd try to use wind as a primary source, but I think I it would make a good choice for back up in this area.<BR>
My own choice of alternators would be a Chrysler 200 amp HD model. They are reliable and built like tanks, but aren't internally regulated like GM single wire models, so require more wiring know how. (Not a prob for me, since I was an auto tech and my specialty was electric and electronic control systems)<BR>
The next issue would be, how fast does the alternator have to spin to generate power. PCEI has been a sub-grantee of this<BR>> funding since 2002 when they applied with the City of Lewiston for<BR>> funding to market and manage a VanPool program providing service routes<BR>> in Nez Perce and Latah counties serving Lewiston, Moscow, and Lapwai.<BR>> The City and PCEI also jointly applied and were awarded grants in 2004<BR>> and 2005. In July of 2007, the City of Moscow and PCEI requested<BR>> funding to help commuters coordinate their modes of transportation with<BR>> on-line resources available by PCEI for developing carpool matches<BR>> within the region. A $12,300 award was received to purchase a laptop<BR>> computer and software, funding to make modifications to the website, and<BR>> to provide training to local community resources to market the program.<BR>> PCEI will be contributing in-kind match of $8,100 in support of the<BR>> program. Transportation Enhancement Grant Final Application - Alisa Stone<BR>> <BR>> A Letter of Intent was submitted on June 29, 2007, to the Idaho<BR>> Transportation Department (ITD) under the Transportation Enhancement<BR>> (TE) Program to apply for funding enhancement for Paradise Path. The<BR>> program focuses on activities in three categories: pedestrian and<BR>> bicycle, scenic and environmental, and historic enhancements which have<BR>> a direct relationship to the local non-motorized intermodal surface<BR>> transportation systems and center on improving the transportation<BR>> experience in an through local communities. This project will be<BR>> submitted under the pedestrian and bicycle category but has enhancement<BR>> features that also fall within the other program categories. The<BR>> program match rate is 7.34% which can be cash or in-kind labor,<BR>> material, and services. The estimated project cost is $198,000 to<BR>> include the required match of $14,550. The project funding will be<BR>> accessible in 2011 and will be listed in the State Transportation<BR>> Improvement Plan (STIP). The final application requires a Resolution<BR>> authorizing the Mayor to sign a "Project Cost Summary with Sponsor<BR>> Certification" supporting the matching funds, maintenance requirements<BR>> of the project, and acknowledgement that this is not a grant application<BR>> but a request for reimbursement through the federal aid system, and that<BR>> all federal rules for contracting, auditing, and payment will apply to<BR>> the project. The<BR>> contract with EKO expired in 2007 and EKO has been processing biosolids<BR>> in the interim pursuant to contract extensions. The contract extensions<BR>> were pursued so the City could explore the potential of disposal of<BR>> biosolids locally, providing a more efficient and sustainable program<BR>> for biosolids composting and disposal. In 2006, the City contracted<BR>> with Brown and Caldwell engineers to produce an evaluation of biosolids<BR>> treatment and disposal alternatives. In 2006, Latah Sanitation, Inc.,<BR>> engaged in a pilot program to determine whether biosolids could be<BR>> composted at the facility east of Moscow, where the transfer station,<BR>> inert/demolition landfill and current yard waste composting facilities<BR>> are located. The results of that pilot program were reported to City<BR>> Council on November 13, 2006. In spring of 2007, the City requested<BR>> that LSI respond to a request for develoment of a biosolids disposal<BR>> process to be included under the Solid Waste Franchise. LSI has<BR>> constructed a facility which is able to provide biosolids disposal<BR>> services required by the City. At this time, staff recommends amending<BR>> the Solid Waste Franchise agreement with LSI to include a biosolids<BR>> composting and disposal program. The contract amendments would be<BR>> subject to the same general contractual terms of the current franchise,<BR>> including renewal. Proposed Noise Ordinance Amendment -Chief Dan Weaver<BR>> <BR>> This would amend Moscow City Code Title 10, Chapter 11 regarding the<BR>> Noise Ordinance Section 11.9(C). The Police Department believes that<BR>> the proposed changes will assist them in addressing repeat offenders.<BR>> Among proposed changes, officers could use discretion at the time<BR>> contact is made with the responsible individual on the best process for<BR>> immediate cease all noise in excess of limits delineated by the<BR>> Ordinance and the victim will no longer have to be contacted for charges<BR>> or sign a citation when the officers are called and observe the<BR>> violation. The changes will directly impact dwellings where large<BR>> groups of people assemble or known party houses with a history of public<BR>> nuisance complaints. Two previous versions of this proposed Ordinance<BR>> were considered on first and second reading by the previous Council. At<BR>> the December 17, 2007 Council meeting, the item was tabled. Version "A"<BR>> amends the current Ordinance by an addition to the "noise" definition,<BR>> removal of the requirement of two violations within forty eight (48)<BR>> hours prior to ticket issuance, and it allows a peace officer to issue a<BR>> citation without waiting for a citizen complaint. Version "C" is<BR>> identical to Version "A" except that it restricts the ability of a peace<BR>> officer to write a citation without a citizen complaint to the<BR>> night-time hours (i.e., 10:00 p.m. - 7:00 a.m.) and only where the<BR>> police officer confirms that the noise exceeds the decibel limits<BR>> contained in the current Ordinance.<BR>> <BR>> <BR>> <BR>> ACTION: Approve of Version "A" or Version "C" of the Ordinance on third<BR>> reading and that it be read and published by title only; or recommend<BR>> rejection of the Ordinance; or take such other action deemed<BR>> appropriate.<BR>> <BR>> <BR>> <BR>> 6. Rocky Mountain Corrections,<BR>> the consultant on the needs assessment, has continued to be involved in<BR>> the project, including the assessment of financing options. The initial term of the<BR>> Lease is six (6) years at four thousand two hundred eighty six and sixty<BR>> six one-hundredths dollars ($4,286.66) per month. The City will<BR>> negotiate a right of first refusal or option to purchase contract with<BR>> the landlord in the near future.
