"ownership, possession, or transportation" of firearms in the City.
Mayor Chaney wrote a letter to the local State representatives regarding the

between the ball field property and Highway 95. The Parks and Recreation Staff,
the Parks and Recreation Commission, and the Fields Planning Committee request
that the City Council authorize the planning staff NOT to be required to
construct this road through this property. Parks and Recreation staff does not
dispute the need for an orderly connecting road expansion system, but requests
an exception be made in this case for the overall good of the intended use of
this ball field park. <o:p></o:p></span></font></p>

City Council considered proposed revisions to the Water Conservation Ordinance
that was adopted by the City Council on May 17, 2004. The revisions addressed
the following areas: Defining the Outdoor Irrigation Season as the period
within each calendar year declared by the Public Works Director during which
Outdoor Irrigation is allowed within City limits which replaces the fixed
season dates, the beginning of the Outdoor Irrigation Season would be declared
by May 1<sup>st</sup> of each year; Specifying that Outdoor Irrigation shall be
allowed only between the hours of 6:00 p.m. and 10:00 a.m. during the Outdoor
Irrigation Season unless modified by variance; Prohibits Outdoor Irrigation at
all times not within the established Outdoor Irrigation Season; and Prohibits
watering of impervious surfaces. The Council considered the Ordinance on first
reading and requested an additional revision which would modify section 17-8 D
to eliminate the two (2) hour stipulation for restarting watering in violation
of the code. The new draft of the ordinance, dated October 18, 2007 includes
the requested revision.<o:p></o:p></span></font></p>

Department is requesting approval to apply to the CMAQ under the Capital
Purchases Program for a Mechanical Broom Sweeper (MBS) which uses brooms to
lift larger coarse material to expedite fine particle sweeping when used with a
vacuum sweeper. The MBS is estimated by ITD to cost approximately $205,000.
The existing MBS in the City Fleet was purchased in 1984 and was scheduled for
replacement in 1999 but the City was unable to fund a new unit. The City Fleet
has a Vacuum Sweeper (VS) which is used in conjunction with the MBS that was
purchased in 1999 and is not due for replacement until 2014. The grant
application is due for review by the Idaho Department of Environmental Quality
(IDEQ) on December 5, 2007, and is then for final review to ITD on January 16,
