and Construction” (PRC), a company that has been administratively shut down by

Secretary of State for failure to file annual reports. PRC is headed by
John Ficca, a <st1:City w:st="on">Moscow</st1:City> resident/businessman who
has been permanently banned from ever bidding on state projects within the
state of <st1:State w:st="on"><st1:place
w:st="on">Washington</st1:place></st1:State> for reasons explained numerous
times earlier here on V2020.<o:p></o:p></SPAN></FONT></P>

guy that proudly announced (in the Moscow-Pullman Daily News) that he is
buying and selling property all over <st1:place w:st="on"><st1:City
