file annual reports. PRC is headed by John Ficca, a <st1:City
w:st="on">Moscow</st1:City> resident/businessman who has been permanently
banned from ever bidding on state projects within the state of <st1:place
w:st="on"><st1:State w:st="on">Washington</st1:State></st1:place> for
reasons explained numerous times earlier here on

political<BR>contributions to a select few (Steed, Krauss, and Carscallen)

candidates.<BR><BR>One can only wonder how <st1:place w:st="on"><st1:City
w:st="on">Moscow</st1:City></st1:place> will be divvied up . . . er . . .
uh . . . I<BR>mean rezoned come January if Palouse Rental and Construction
