appreciate your suggestion about evening meetings but the evening calendar is so

fifteen sessions plus or minus have had from 10 to 35 people in attendance.
Having it at the same time has helped people remember the event. The topics have
been lively and city officials as well as citizens have benefitted from the
conversations.</FONT></DIV>

planning from 1979-83 with the Fort Russell Neighborhood Planning

reflect neighbor concerns and creative, profitable development
opportunities? Could citizens make their voices heard at a time when it
mattered to the decision-making? Could local officials, elected and
