people sitting around the dinner table having a discussion while having

planning from 1979-83 with the Fort Russell Neighborhood Planning
Organization and considering how 21<SUP>st</SUP> Century Moscow could
benefit from a neighborhood planning structure. Could planning decisions
reflect neighbor concerns and creative, profitable development
opportunities? Could citizens make their voices heard at a time when it
mattered to the decision-making? Could local officials, elected and
appointed, be held accountable for positive, productive outcomes for our

communities have made a difference in many other towns across the nation
