entities that are participants in an Interagency Agreement pertaining to the
formation and operations of the Palouse Basin Aquifer Committee. As part of
the ongoing efforts of PBAC to provide research of the Palouse Basin Aquifer
system, the City of <st1:place w:st="on"><st1:City w:st="on">Moscow</st1:City></st1:place>
has been providing additional funding for a number of years. This research
funding is matched be similar contributions from the <st1:PlaceType w:st="on">University</st1:PlaceType>
of <st1:PlaceName w:st="on">Idaho</st1:PlaceName>, <st1:PlaceName w:st="on">Washington</st1:PlaceName>

current contract is a renewal of our PIE Program that has been conducted by
Palouse-Clearwater Environmental Institute (PCEI) for the past 3 years. The
current scope of work has been modified to enhance our conservation efforts. In
the previous year, PCEI has been successful in producing newsletters,
maintaining a presence in the local schools, and developing a comprehensive
K-12 water conservation curriculum aligned with state and district standards.
PCEI also participated in many local events by setting up displays and
providing conservation information at high visibility events such as the Home
and Garden Expo and the Palouse Empire Mall’s Earth Month. </span></font><font

on the best process for immediate cease all noise in excess of limits
delineated by the Ordinance. The victim will no longer have to be contacted
for charges or sign a citation when the officers are called and observe the
violation. The changes will directly impact boarding houses where large groups
of people assemble or known party houses with a history of public nuisance

there has been an increase in the number incidents noted by staff of the
parking of vehicles on tree lawns and public sidewalks. This type of use of
these areas is considered detrimental as is precludes the use of the sidewalks
for their intended purpose and can cause damage to the tree lawn areas that are
supposed to support vegetation. In order to allow for enhanced enforcement
against this detrimental activity the attached ordinance will add provisions to
the City Code Title 11 Chapter 4 that will prohibit the parking of vehicles in
the areas of the tree lawns and upon public sidewalks. Reviewed by the Public
