The use of the Flexible Spending Account is entirely voluntary by individual
employees and allows employees to utilize limited "before-tax"
dollars to pay the employee's share of certain medical and insurance related
expenses, such as employees' share of dependent health insurance, medical and
related expenses, disability and life insurance. The amount of the employee's
contribution is at the employee's discretion, up to a maximum of $5,000
employee contribution per year. Any funds which are not utilized by the
employee are forfeited (use it or lose it) according to the plan and the IRS
code. The remaining funds are then refunded to the City. These funds are
generally included in the Refunds and Reimbursements line item in the General
Fund Revenue budget. In 2006, this refund amounted to $1,770.09. The Employee
Advisory Committee (EAC) would like to utilize these funds for the purchase of
