Moscow Dialogues, based on the StudyCircles model of deliberative democracy has
been organized on a roughly nieghborhood basis in Moscow to solicit information,

<P><EM>The Dialogues are facilitated, small group discussions about the future
of Moscow which will shape the Comprehensive Plan Revisions that are under way
now. This is VERY IMPORTANT and the broader the participation in these groups,
the better the information for Moscow's future! </EM></P>
<P><EM>They are roughly based on 'neighborhoods' of Moscow. All meetings begin
