<DIV><FONT face=Arial size=2>Having read several comments about House Bill 172,
I write to clarify one aspect of it.</FONT></DIV>

<DIV><FONT face=Arial size=2>I became interested in this legislation as a result
of my interactions with an individual who is a victim of domestic violence and
is trying to keep her place of residence secret.</FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV><FONT face=Arial size=2>One of challenges involved being able to vote and
not have her residence become public knowledge. That was addressed through
legislation sponsored by the Secretary of State's office about three years
ago.</FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV><FONT face=Arial size=2>This legislation covers more, as indicated in its
introduction:</FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV> The purpose of this chap-<BR> 21 ter is to enable
state and local agencies to respond to requests for public<BR>
22 records without disclosing the location of a victim of
domestic violence, sex-<BR> 23 ual assault or stalking,
to enable interagency cooperation with the secretary<BR> 24 of
state in providing address confidentiality for victims of
domestic vio-<BR> 25 lence, sexual assault
or stalking, and to enable state and local agencies to<BR> 26
accept a program participant's use of an address designated by the
secretary<BR> 27 of state as a substitute mailing
address.</DIV>
