<div>Hi Gary,</div>
<div><br></div>
<div>While certainly not a statistically valid survey, I offer this
observation as someone who is out at Winco shopping for my wife's
restaurant at least three days a week: I have yet to see someone
walking to the store or walking away with a grocery bag even though
there are all those new/newish student apartment blocks within 200
yards.</div>
<div><br></div>
<div>And that's 600,000 square foot for the proposed Hawkins
development, if that was what you were referring to. For comparison in
size that would be about 15 acres under roof or six of the current
WalMarts or three East City Parks. I applaud the developers
proposal to use rainwater collection/treated effluent for outdoor
landscape irrigation, but that still leaves their estimated 40 acre
foot per year that has to be pumped (about 12.6 million gallons). As
I've posted previously, the impact on water supply will be felt in
Moscow, not Whitman County.</div>
