<P><STRONG>But where? Have they all been placed so far out, scattered across the Palouse, that it's now a hardship or impossible for their friends and families to visit?</STRONG></P>
<P><STRONG>I can really relate to Tom's reaction. . . . my name would be right there next to his on the police blotter ringing in the new year.</STRONG></P>
<P><STRONG>This neglect on the part of our elected officials is a terrible abuse of trust. . . if we just turn our backs on the illegal actions of our local governments, how can we expect more from State and Federal? </STRONG></P>
