face="Times New Roman">facing</font> Idaho voters on November 7th.
I will be voting NO to Prop. 2.</blockquote>

face="Times New Roman"> </font></blockquote>
<blockquote type="cite" cite><font face="Times New Roman">Proposition
2 -- This would be a taxpayer nightmare. It affects
both eminent</font></blockquote>
<blockquote type="cite" cite><font
face="Times New Roman">domain</font> and local planning.
According to Attorney General Wasden, Idaho has</blockquote>
<blockquote type="cite" cite><font face="Times New Roman">some</font>
of the best eminent domain laws in the land, and the Legislature
passed</blockquote>
<blockquote type="cite" cite><font
face="Times New Roman">several</font> laws this past session improving
homeowner and business protection.</blockquote>
<blockquote type="cite" cite><font
face="Times New Roman"> </font></blockquote>
<blockquote type="cite" cite><font face="Times New Roman">Proposition
2 will allow speculators to dodge local planning laws
forever</font></blockquote>
<blockquote type="cite" cite><font
face="Times New Roman">changing</font> the character of our
neighborhoods and rural lands. Under Prop. 2</blockquote>
<blockquote type="cite" cite><font
face="Times New Roman">speculators</font> could build a pig farm or
junkyard next to your house or the</blockquote>
<blockquote type="cite" cite><font
face="Times New Roman">taxpayers</font> would have to pay them not
to.</blockquote>
<blockquote type="cite" cite><font
face="Times New Roman"> </font></blockquote>
<blockquote type="cite" cite><font face="Times New Roman">Proposition
2 will undermine the local planning safeguards that investors and
businesses and investors count on to make investments with
confidence. Local land use approvals will come to a halt while
courts sort out it all out--delaying and increasing the costs for
local projects. </font> Oregon passed a similar measure in 2004
and now faces over $5 billion in claims from speculators. Prop.
2 has been characterized as a welfare state for lawyers.</blockquote>
<blockquote type="cite" cite><font face="Times New Roman">VOTE NO on
Prop. 2.</font></blockquote>
<blockquote type="cite" cite><font
face="Times New Roman"> </font></blockquote>
<blockquote type="cite" cite><font face="Times New Roman">SJR 107
-- The purpose of this proposed amendment is to create a
permanent</font></blockquote>
<blockquote type="cite" cite><font
face="Times New Roman">endowment</font> fund into which 80 percent of
the money received annually as a result of the settlement between the
state of Idaho and tobacco product manufacturers will be deposited.
The Legislature in tough economic times has taken the</blockquote>
<blockquote type="cite" cite><font
face="Times New Roman">tobacco</font> settlement and placed it in the
General Fund instead of devoting it</blockquote>
<blockquote type="cite" cite><font face="Times New Roman">to</font>
anti-tobacco and health related programs. This will protect the
monies</blockquote>
<blockquote type="cite" cite><font face="Times New Roman">for</font>
anti-tobacco and health related programs. Vote YES for SJR
107.</blockquote>
<blockquote type="cite" cite><font
face="Times New Roman"> </font></blockquote>
<blockquote type="cite" cite><font face="Times New Roman">Proposition
1 is a citizens initiative placed on the ballot by 80,000 citizens
signatures to improve public school funding. </font> Idaho's
schools have the 8th most crowded classroom, and we rank 45th in
funding public education. Idaho citizens</blockquote>
<blockquote type="cite" cite><font face="Times New Roman">are</font>
being asked to provide about $230 million in additional funding for
our</blockquote>
<blockquote type="cite" cite><font
face="Times New Roman">public</font> schools. This will mean
updated textbooks, smaller class sizes, with</blockquote>
<blockquote type="cite" cite><font
face="Times New Roman">additional</font> access to art, music, and PE
for students.</blockquote>
<blockquote type="cite" cite><font
face="Times New Roman"> </font></blockquote>
<blockquote type="cite" cite><font face="Times New Roman">Each school
district decides which of the nine proven classroom investments they
need most and how they will spend their portion. Local decisions
will determine</font></blockquote>
<blockquote type="cite" cite><font face="Times New Roman">how</font>
the funds are spent. If Proposition 1 passes the Legislature
will be</blockquote>
<blockquote type="cite" cite><font
face="Times New Roman">charged</font> with coming up with alternative
revenue streams to provide the funding.</blockquote>
<blockquote type="cite" cite><font face="Times New Roman">Proposition
is an excellent investment in</font> Idaho's future. Vote YES
on</blockquote>
