was a violation of the zoning ordinance. Whether such violation was
intentionally abetted by the Planning Director or simply abetted by his sloth,
inattention, lack of reading comprehension, and/or ignorance is a question which
has yet to receive a satisfactory answer.</FONT></DIV>
