<DIV>First of all..... the only time our police force is handling 20,000 is when the students are in town. Our stupid census in this town includes all of the students. WHICH AREN'T HERE. So the 8-9,000 of us that live here all year also pick up the tax revenue for the students that do not live here. So - the police force is only protecting half the amount you all think they are. Moscow does not have a true population count.</DIV>
