article in the paper about the Treasury reporting</blockquote>
<blockquote type="cite" cite>that it will stop collecting some
telephone taxes on long distance calls and<br>
refund about $15 billion to consumers.<br>

I did some checking with the PUC today for further information since
these<br>
refunds could benefit our local businesses. The taxes relate to
long distance<br>
calls which were originally taxed to pay for the Spanish-American
War. The<br>
Treasury Department has continued to fight the courts in cases that
business<br>
interests say the tax in unfair. The Treasury lost five cases in
appeals<br>
courts this year and finally called a halt to the tax.<br>

The PUC reports that individuals will be allowed to claim three years'
worth of refunds on their 2006 tax returns, filed in 2007. They
will<br>
be given the option of calculating their actual taxes paid or claiming
a<br>
standard amount set by the Treasury Dept. and IRS. Businesses
would be required to calculate the taxes they paid before requesting a
refund. My understanding<br>
is that the refunds refer to those companies or individuals who have a
standard<br>
long distance plan and pay, i.e. 5 cents, l0 cents/minute--or have
similar plans<br>
A refund can only be claimed for the past 3 years because of statutes
of<br>
limitations<br>

Joe Cusack of the PUC said that they will keep me updated on
developments<br>
and details.<br>

It seems to me that this would also apply to local, county, and
state<br>
entities including schools and universities.<br>
