Wastewater Treatment Plant is designed for biological nutrient removal serving
a total population of approximately 23,000. The Plant is soon to be upgraded to
comply with the current EPA permit requirements for phosphorus (effluent
filters), which will increase the quantity of Biosolids produced and the annual
tonnage of biosolids to be processed and removed. The current disposal method
is to truck the biosolids to EKO in <st1:place w:st="on"><st1:City w:st="on">Lewiston</st1:City></st1:place>
for composting. Recent events surrounding the EKO composting facility in <st1:City
w:st="on">Lewiston</st1:City> and pending decisions by the Lewiston City
Council regarding the disposal of biosolids and yard waste produced in <st1:place
w:st="on"><st1:City w:st="on">Lewiston</st1:City></st1:place> may have an
impact on the EKO operation.<o:p></o:p></span></font></p>
<p class=MsoNormal style='margin-left:.25in;text-align:justify'><font size=3

factors over the next ten year period, for current and proposed biosolids
treatment and disposal options, which is accomplished in the Business Case
Evaluation (BCE). Proposed options may also impact the City’s
backup disposal plan and such impacts will be considered and addressed.</span></font>

oversight, the annual report was not submitted by March 31, 2006.<o:p></o:p></p>

County, while providing for the sharing of the County’s State of <st1:place
w:st="on"><st1:State w:st="on">Idaho Tax Commission Database</st1:State></st1:place>
information with the City. The MOU also defines the process by which
future subdivisions will be provided to the County in digital format, and how
those records will be incorporated within the County’s records and shared

to both organizations, and presents the good starting point for potential

law requiring contractor registration also requires jurisdiction that issue
building permits to ask for a contractor registration number when a building
permit is requested. When a registration number is given it is to be
“conspicuously entered on the face of the permit” or if the
contractor is exempt, the statement “no contractor registration
provided” is entered on the face of the permit. The state law does
not specifically say what to do if a contractor does not have a registration
number. Community Development Department staff is asking for direction on
whether or not an ordinance is appropriate stating “no building permit
will be issued unless a contractor registration number is provided” or
whether the state law is clear enough as written.</span></font><font size=2><span

Commission has recommended to the Planning and Zoning Commission that the
Zoning Code be amended to require sidewalks for developments that have long
driveways and no other safe pedestrian passage from the public street to the
development. The Commission accepted that recommendation.
Additionally, staff recommends amendments to require increased setbacks for
garages on street side yards and to specify that only one single family or
duplex dwelling is allowed per lot in certain zoning districts. The
increased garage setback would minimize the tendency for cars to be parked in
the driveway in a manner that obstructs the public sidewalk. The one
dwelling or duplex per lot specification would create consistency in zoning
districts and make it clear that multiple, detached dwellings cannot be placed
on the same lot, as a matter of right. As a result, staff has drafted the
attached ordinance and requests direction from Council.</span></font><font
