that site, it poured in. I know, I was there. The bottom rooms were flooded
up a couple of feet and there was significant erosion around the southern most
portion of the western complex. It was a mess. <st1:place w:st="on"><st1:PlaceName
w:st="on">West</st1:PlaceName> <st1:PlaceType w:st="on">Park</st1:PlaceType></st1:place>’s
southern wall was exposed to flood water and held. The contour of the land
around the building directed water back to the creek and off the playground. <o:p></o:p></span></font></p>
<p class=MsoNormal><font size=2 color=navy face=Arial><span style='font-size:
10.0pt;font-family:Arial;color:navy'>The new channel protects the <st1:place
w:st="on"><st1:PlaceName w:st="on">Rec.</st1:PlaceName> <st1:PlaceType w:st="on">Center</st1:PlaceType></st1:place>,
the Towers, the Wallace Complex and will keep the creek from backing up too
much above the power plant site. The wide flood channel between <st1:Street
w:st="on"><st1:address w:st="on">8<sup>th</sup> street</st1:address></st1:Street>
and Highway 95 next to the large parking lot will also hold a lot more water
than it used to but still that area will still back up given a big enough flood
as that land is only a few feet above the creek. On the latest FEMA flood
plain map of <st1:City w:st="on"><st1:place w:st="on">Moscow</st1:place></st1:City>
I can guarantee the old apartment location is in the 100 year flood plain. <o:p></o:p></span></font></p>
<p class=MsoNormal><font size=2 color=navy face=Arial><span style='font-size:
10.0pt;font-family:Arial;color:navy'>If I were a planner for the UI, MSD, or
the City, I would just avoid further development in that area and leave it as
park land, why take a chance and mess up. All the flood channels, landscape sculpting,
and so forth cannot stop what occurs naturally.<o:p></o:p></span></font></p>

I use to be the student representative for family housing, which included the
flooded housing units (the second floor was still occupied for a while after
the flooding). <br>
<br>
The reason that the family housing units flooded was because the creek
overflowed and leaked into the bottom floors. Since that time, the University
has significantly widened and redirected the channel so that it will not flood
again. They had to do this before building the <st1:place w:st="on"><st1:PlaceName
w:st="on">Student</st1:PlaceName> <st1:PlaceName w:st="on">Recreation</st1:PlaceName>
<st1:PlaceType w:st="on">Center</st1:PlaceType></st1:place> building just
across the street.<br>

on that one?) and so it may not be that large of deal in that respect.<br>

A new building would allow for new technology to be there from the get-go, <br>
which would benefit the kids in the long run. I am sure the teachers would <br>
appreciate not having to deal with "older building" issues they have

leaving more time and possilby money for the education of our little guys.<br>
