Americans with Disabilities Act (ADA). In 2005, the City had
architectural drawings prepared for the remodel project and an estimated cost
was established. The rest room remodel project was included in the
capital projects budget for fiscal 2006. Since the project was estimated
to cost over $25,000, staff advertised for bids from <st1:place w:st="on"><st1:State
w:st="on">Idaho</st1:State></st1:place> licensed Public Works Contractors and
personally contacted several contractors to solicit bids. On the bid
opening date of February 6, 2006, no bids had been received. In
accordance with <st1:place w:st="on"><st1:State w:st="on">Idaho</st1:State></st1:place>
code, staff then re-opened the bid process to include non-Public Works
Contractors. Several were contacted and on the bid opening date
(2-22-06), one responsive bid was received from High Country Construction
L.L.C. for $26,700, which was within the budget for the project. Reviewed

drawings pertaining only to the construction of streets. The
adoption of the drawings herein suggested only includes some minor

being recommended for modification at this time but will most likely be edited

of this project was performed by Jim Kimball under a contract between the City
and Kimball Engineering. During the execution of the contract work,
Kimball Engineering was acquired by JUB Engineers and work progressed with
Kimball Engineering as a subsidiary of JUB. The pre-design portion of the
work is just about complete and it is time to move into the final design
process. A copy of the proposed contract for professional services for
the final design of the filter plant is included with this package. The
contract services include the completion of the design work, development of the
construction documents, provision of support through the bidding process, and
construction management, surveying, and inspection. Reviewed by the

expires March 7, 2006. Staff has been working with <st1:PersonName w:st="on">Mike
Thomason</st1:PersonName>, Regional Manager of Avista Utilities on a renewal
of the franchise agreement and the proposed ordinance is attached. Idaho
Code section 50-329 states that an ordinance granting a franchise shall not be
passed on the day of its introduction or the following 30 days and the
ordinance must be published in at least one issue of the official
newspaper. The proposed ordinance has a term of ten years with a renewal
term of fifteen years. The ordinance is very similar to the electric
franchise ordinance which was passed by the City in 1998. On March 6,
2006, the Council considered the Ordinance on first reading and approved
extension of the existing franchise for 60 days. This Ordinance was
considered on first reading at the March 6, 2006 Council meeting.<o:p></o:p></span></font></p>

to be adopted by Resolution of the Council from time to time. No such
Resolution has been adopted to date, but is proposed by staff herein. Additionally,
the Ordinance also would remove the language in Title7 Chapter 13 because it is
duplicated in Title 7 Chapter 8, but retain the Chapter number 13 for future
use. The Administrative Committee reviewed the Ordinance at the January 23rd
