through hunter/firearm safety training probably a dozen times. Once I was
recruited when I was a general consultant to comment upon and to offer
suggestions for a particular hunter safety program in the design phase for
serious, convicted violators who had shot other persons or significantly damaged
property.</FONT></DIV>
<DIV><FONT size=4></FONT> </DIV>
<DIV><FONT size=4>As you point out, the rules have changed.</FONT></DIV>
<DIV><FONT size=4></FONT> </DIV>
<DIV><FONT size=4>It used to be, among other rules:</FONT></DIV>

<DIV><FONT color=#0000ff size=5><STRONG>Be <FONT color=#ff0000
size=7>absolutely</FONT> sure of your target before pulling the trigger;
be <FONT color=#ff0000 size=7>absolutely</FONT> sure where the projectile(s)
might go whether you hit or miss; do not pull the trigger unless you are
convinced that it is <FONT color=#ff0000 size=7>absolutely</FONT> safe to do
so.</STRONG></FONT></DIV>
<DIV><FONT size=4></FONT> </DIV>
<DIV><FONT size=4>Apparently, these rules are no longer operative. Perhaps
Jennifer McFarland or some other law enforcement person can tell us what the new
rules are.</FONT></DIV>
<DIV><FONT size=4></FONT> </DIV>
<DIV><FONT size=4>The serious matter here is not that there was an avoidable
serious accident. There was.</FONT></DIV>
<DIV><FONT size=4></FONT> </DIV>
<DIV><FONT size=4>What this incident has done is to correctly focus the light on
the essential character of the Vice President:</FONT></DIV>
<DIV><FONT size=4></FONT> </DIV>
<DIV><FONT size=4>1. He was hunting without the proper
license.</FONT></DIV>
<DIV><FONT size=4>2. He was road hunting.</FONT></DIV>
<DIV><FONT size=4>3. He shot without being sure of his target
or where his projectiles would go, hit or miss.</FONT></DIV>
<DIV><FONT size=4>4. He shot a person wearing hunter
orange.</FONT></DIV>
<DIV><FONT size=4>5. Despite 1 - 4, he blamed the victim for
the infliction of serious possibly fatal harm.</FONT></DIV>
<DIV><FONT size=4>6. He arranged that no report of the
incident was made for almost a day.</FONT></DIV>
<DIV><FONT size=4></FONT> </DIV>
<DIV><FONT size=4>In my possibly twisted opinion, the above says to me that Vice
President Chaney is a person with a reckless disregard for human safety, health,
welfare, and life, a person who takes no responsibility for his own errant
actions, and a person who tries to conceal the truth from the public. In
short, with these qualities, a perfect person to lead this country should
something happen to the current president.</FONT></DIV>

with a full choke. I swing <BR>> best to the right so I want to position
myself on the left flank for the <BR>> best advantage.<BR>> <BR>> At
least Cheney should have warned the rest of the party that this was an <BR>>
every-man-for-himself outing. Fairness is not a mark of the man however.<BR>>
<BR>> I am also surprised that, from 30 yards, #8 steel shot would penetrate
<BR>> through a man's hunting clothing and go into the body cavity. I have
never <BR>> actually used #8 shot for anything but they are tiny little shot
without the <BR>> necessary mass to carry 30 yards and still have that much
energy. I really <BR>> expect that the delay in getting the message out has
