Dirk Kempthorne's State of the State and budget recommendation address earlier
this week. Among other investments in higher education, the governor called for
a 3 percent raise for <st1:place w:st="on"><st1:PlaceType w:st="on">University</st1:PlaceType>
of <st1:PlaceName w:st="on">Idaho</st1:PlaceName></st1:place> faculty and
staff. Because the strength of our university is based on the strength of our
faculty, staff and students, competitive compensation against our national
peers is a perquisite for our greatness. Consequently, we have made
merit-based salary increases for faculty and staff a top priority. The governor
also called for directing significant resources to facility alterations and
repair, a welcome investment to help us sustain a competitive environment for
learning, discovery and creativity. <o:p></o:p></span></font></p>
<p class=MsoNormal style='text-autospace:none'><font size=2 face="Courier New"><span
style='font-size:10.0pt;font-family:"Courier New"'><o:p> </o:p></span></font></p>

and competitive compensation makes it possible to recruit and retain the very
best faculty. Great faculty are the magnet that, in turn, attracts a diverse
array of students, enables receipt of federal and state grants and contracts,
stimulates the development of partnerships with business and industry, and
leads to increased private philanthropy when we match donor interest with
University need and excellence.<o:p></o:p></span></font></p>

presentation to the Joint Finance and Appropriations Committee (JFAC) on Jan.
24. JFAC is the legislature's budget committee that develops appropriations
recommendations for the full legislature to consider. <o:p></o:p></span></font></p>

Finance and Administration David Chichester today concludes a 10-month term of
service to the University. David contributed greatly to the University's
renewal as part of the administrative leadership team, and helped to create a

finalists for the position of Interim Dean of the <st1:place w:st="on"><st1:PlaceType
w:st="on">College</st1:PlaceType> of <st1:PlaceName w:st="on">Art</st1:PlaceName></st1:place>
and Architecture. The finalists are Professor of Architecture Bruce Haglund and
Professor of Art and Design Bill Woolston. Both candidates made a public
presentation at an open forum Jan. 10. Haglund served as chair of the
Department of Architecture from 1993 until 1999, and as interim chair of the
department from 2003 to 2004. Woolston has served as chair of the Department of
Art and Design since 2004.<o:p></o:p></span></font></p>

- President Tim and Karen White committed $10,000 a year for the next 10 years
for a total gift of $100,000. In keeping with the president's vision of a
student-centered university, the gift will benefit access, diversity, athletic
