Dickinson and Nancy Chaney who pushed the creation of Moscow's emergency
ordinance about big-box stores.</FONT></DIV>
<DIV><FONT face=Arial size=2>Without that ordinance now in place, Moscow
would find itself (as was true in Pullman) with rules that favored Walmart,
a city staff that would not allow public comment, and a hugely frustrated
public.</FONT></DIV>
